VHE have a successful track record helping local authorities to comply with Part 2A of the Environment Act 1990 and are experienced in working with existing householders when carrying out contaminated garden remediation works.

Having delivered a nationwide portfolio of impressive work over the last ten years VHE are one of the UK’s leading Part 2A contractors.

It is this previous success that contributed to our contract win on behalf of a new VHE client, Isle of Anglesey County Council. The Part 2A remediation work consisted of the remediation of 16 properties on the Craig Y Don estate in the coastal town of Amlwch, Wales. As most of the properties are occupied the works have been split into 4 separate phases to minimise disruption to tenants.

Works undertaken included:

  • Clearance of garden areas and storage of garden furniture
  • Excavation, segregation and disposal of hazardous and non hazardous soils from front and rear gardens
  • Licensed disposal of asbestos
  • Import and placement of clean aggregates, subsoil and topsoil
  • Construction of new paths, patios and hardstandings for sheds and greenhouses
  • Reinstatement of garden features to the required specification
  • Turfing, seeding and planting
  • Construction of five driveways including footpath alteration works

To add value engineering to the works VHE raised garden levels to reduce disposal volumes.

Prior to residential housing the site was a former copper smelter and chemical works and was of archaeological interest to Archaeology Wales throughout the works.

worksThe site was awarded a CCS Performance Beyond Compliance award with the Considerate Contractor Monitor commenting; “Protecting the environment is exceptional on this site, the awareness of the environment at company level has produced systems which are carried out by the site team to give a result that is sometimes only seen on very high value and profile projects. Excellent safety systems are in place and being operated on site. The work done to raise awareness of vulnerable road users is particularly relevant on the roads on the Island. The workforce is valued to an exceptional level with facilities and care with occupational and mental health provision.”

Work on Part 2A sites can provide particular challenges as it frequently involves excavation around occupied residential properties. On this site access to gardens was restricted with one rear garden only accessible via the house. VHE staff liaised daily with residents to ensure they were informed of progress throughout the works.

A sensitive approach to all stakeholders is fundamental to the projects success. VHE have previously received two national site awards for works at Pontesbury and Royal Inch Crescent. VHE have also remediated 11 residential gardens in Wales at Codepoeth, as featured on the BBC One Show.
